I wish I could give this 0 stars. I reserved a compact car for about 3 days with Dollar through Expedia. I was permanently changing duty stations and this was my very first time in Norfolk. After a 12 1/2 hour flight from Tokyo to Washington D.C., a 6 1/2 hour layover in D.C. to Norfolk, I arrived at about 11:30PM on a Sunday. I was extremely exhausted and just wanted to get to my destination and sleep. There was 1 couple in front of me in line and their transaction seemed to take at least 25 minutes. When it was finally my turn, I gave the representative my name, my temporary driver license(yes, they do accept those with additional forms of identification), and ID's. I had already paid collision insurance through Expedia. It was required to make my reservation. When it came to pay, I provided my Navy Federal VISA Debit Card. He stated that their policy is that I needed to provide two forms of identification and proof that I would be flying out the day I would be returning the car. I stated that I was moving permanently to Norfolk, I don't have a returning flight. So the representative called someone else who worked at Dollar and there were no policies for military members who were PCS'ing to Norfolk. When he hung up the phone he stated that they have been having issues with locals returning cars on time. I am not a local...what does that have to do with me? They were not accommodating at all and didn't even seem to care that they were putting me in a rut. I ended up taking a cab to my destination, but because I flew in so late, I wasn't able to obtain a SIM card to have a functioning phone to call a cab the next morning. I had to walk about 1 1/2 miles through an unfamiliar and sketchy neighborhood to a local Food Lion and ask the nice customer service woman to call me a cab so I could report to base on time. Terrible experience. Terrible first day arriving in Norfolk. Terrible customer service from Dollar. Their policies don't make sense. I will never rent from them again.
Customer service told me the best they could do is if I rented the vehicle at the increased price I could call customer service back for a "possible reimbursement."

Confidently leaving out fees until you go to get the rental. Don't rent from these guys.
Cheap, easy, and fast. They emailed me a receipt after I returned it that was lower than the anticipated price I booked on a third party site. No problems whatsoever.
I arrived at the pick up location and was told that they did not have the economy available and there was no indication of when it would be available.
I asked what vehicles were available, I was told only SUVs. However, they could not give me an SUV at the agreed upon price so they would have to charge me more. This sounded fishy to me so I called customer service.
No thanks, I'm not in the habit of agreeing to be ripped off.
I've never seen a car rental company not honor the rental price. They wasted and hour and a half of my time - ended up canceling the reservation and booking with another company.
I was born and raised in Virginia Beach but I live in Oklahoma City. I fly home to visit my family twice a year so finding a reasonably priced car rental agency is always key to me. Dollar Rental was wonderful. I had already made my reservation weeks prior to my trip so as soon as I got off the plane I went to the airport car rental counter. I gave them my confirmation number and that was it. It was a very quick and easy process compared to the other rental companies I've dealt with in the past. I had no problems renting from Dollar. It was my first time and I was very pleased. The process was quick and easy and very convenient. The prices were cheaper than the rest and the car I had was brand new with no problems at all. I was quite pleased with the customer service and price. I look forward to renting from them again when I come back home to visit!!!
