I worked there in 2002- 2004. What a hell hole it was then. The civilian police were the most unprofessional people I ever met. The sailors were a bunch of dirt bags.
They never answer their phones, their uniformed military members park illegally everyday in my command's parking lot, if you call them out on it they come in threatening to tow your legally parked vehicles to make room for theirs, their Sailors speed through the parking lots in their POV's, again if you call them out they try to threaten you, I confronted one of their 2nd classes about it, he claimed he could cite me for attempting to provoke a "law enforcement" officer, they don't want a Navy Chief to be A Chief, they want you to ignore their actions, the most unprofessional security I've experienced in 17 years in the Navy.
They never answer their damn phone. Trying to get a b/s taken care of and can't even get them to answer.
Someone hit and run our parked vehicle at the pier and dispatch wouldn't file a report and threatened to charge us.
